“There is a hardcore of entrenched people who will not accept our help These images of excrement and drug addicts outside Cleethorpes Library tell a bleak story.They were taken by the Outreach team at Harbour Place to show how a hardcore of beggars have failed to respond to any help over two to three years .Instead they sleep rough outside the library causing antisocial behavior to the staff of the library as well the general public. Humberside Police are investigating whether to impose Public Space Protection Orders in Cleethorpes to include the library area. It could also include St Peter’s Avenue, Sea View Street and Alexandra Road.
Harbour Place Outreach team has been hard at work over the last few weeks in Cleethorpes supporting many of the entrenched rough sleepers after it had been highlighted by the media, general public and local businesses in and around St Peter’s Avenue about the amount of people sleeping rough and begging on St Peter’s Avenue. The team has spoken with many of the local businesses to get an insight on some of the issues they have been facing and it became quite apparent that in general the Cleethorpes community felt unsupported and not listened too about the impact the rough sleepers and beggars was having on their businesses with their anti- social behavior. After listening to this Harbour Place’s Outreach worked endlessly with the rough sleepers offering a vast amount of support which included accommodation, referrals to drug and alcohol treatment services, assistance with setting up benefit claims, registering with a GP, breaking isolation and improving their physical and mental wellbeing. Within a couple of weeks the team managed to assist 10 of the rough sleepers into accommodation were they was able to continue receiving support around some of their complex issues. Along with this 1 rough sleeper was recalled to prison where he is also receiving ongoing support with his issues so hopefully upon his release finding accommodation for him should not prove as difficult as before and he too can then move forward with his life. Unfortunately despite all the hard work there still remains 3 rough sleepers in Cleethorpes who are unwilling to engage with support from any agency at the moment. These 3 rough sleepers/beggars have been causing a lot of antisocial behavior outside the library and on St Peter’s Avenue. The outreach team have been offering ongoing support to the library and the local businesses to try and help with their frustrations with the issues from these 3 as well as trying endlessly to engage with the 3 in question. The Outreach team will continue to work with these rough sleepers offering all the support possible in the hope that one day they will finally accept it and decide to make positive steps in turning their lives around.
